CAT operates mobility services in Dauphin County, Cumberland County, and the city of Harrisburg. To provide our services, we rely on a broad range of businesses and contractors who work with us through the procurement process. The goods and services we purchase, ranging from office supplies to buses, are crucial to providing safe, reliable and economical transportation for our customers.

CAT is committed to providing a full and open competitive environment for procurement opportunities in conformance with local, state and federal regulations. CAT solicitations are issued as Request for Proposals (RFP); Invitations for Bids (IFB); or, Request for Quotations (RFQ) depending on the type of goods or services.

Guidelines and procedures for all procurements are contained in the bid documents at the time of solicitation. CAT encourages small businesses owned by minorities and women to pursue contracts to compete for CAT business.

Middletown Windows

The Susquehanna Regional Transportation Authority (SRTA), dba rabbittransit is issuing an Invitation for Bids (IFB) for the services described as follows.  The Authority will receive Bids related to costs necessary for the replacement of the pedestrian bridge window hinges at the Middletown Train Station at 270 West Emaus Street, Middletown, PA 17057.

All Bids and contracts are subject to all applicable Commonwealth and Federal laws and to a financial assistance contract between the Federal Transit Administration (FTA), the Pennsylvania Department of Transportation (PennDOT), and the SRTA.

All costs incurred by Bidders in the development of their responses to this IFB are the sole responsibility of the Bidding firms.  No such costs will be reimbursed by the SRTA.  Furthermore, Bidding firms must not include such costs as part of their cost proposals to perform any work described in this IFB.

System Wide Para SubContractors

The Susquehanna Regional Transportation Authority (SRTA), dba rabbittransit is issuing an Invitation for Bids (IFB) for the services described as follows.  The Authority will receive Bids related to costs necessary to perform subcontracted Paratransit transportation in Counties serviced by rabbittransit. The organization serves and maintains locations in Adams, Columbia, Cumberland, Dauphin, Franklin, Harrisburg City, Montour, Northumberland, Perry, Snyder, Union and York Counties.  This solicitation covers Adams, Cumberland, Franklin, Perry, Union, Snyder, and York Counties.  This solicitation will result in Contracts which guarantee rates, terms, conditions, and costs for paratransit service at fare rates as needed and scheduled by rabbittransit.

All Bids and Contracts are subject to all applicable Commonwealth and Federal laws and to a financial assistance contract between the Federal Transit Administration (FTA), the Pennsylvania Department of Transportation (PennDOT), and the SRTA.

All proposals and contracts are subject to all applicable Commonwealth and Federal laws and to a financial assistance contract between the Federal Transit Administration (FTA), the Pennsylvania Department of Transportation (PennDOT) and the individual agencies of listed herein.

All costs incurred by proposers in the development of their proposals in responding to this RFP are the sole responsibility of the proposers.  No such costs will be reimbursed by SRTA.  Furthermore, proposers must not include such costs as part of their cost proposals to perform any work described in this RFP.

Purchase of Gasoline

The South Central Transit Authority (SCTA) as the lead agency on behalf of the County of Lebanon Transit (LT) and the Susquehanna Regional Transit Authority (SRTA) — Harrisburg and York Operations, will receive bids online electronically via PennBid from qualified vendors to supply Gasoline until 4:00 PM, prevailing time, on Wednesday, March 20, 2024, for the following:  “Purchase of Gasoline” South Central Transit Authority, Lancaster, PA.  At the designated time in this notice, the bids received shall be opened online with results posted via PennBid and publicly read.

Bids for the base bid of a one year period will be received for the supply and delivery of 87 Octane Unleaded Gasoline to meet One Hundred Percent (100%) of the monthly Gasoline requirement.

During the period from April 1, 2024 through March 31, 2025, SCTA expects to order between 110,000 – 120,000 gallons of gasoline for its Reading Operation.

During the period from April 1, 2024 through March 31, 2025, LT expects to order between 35,000 to 45,000 gallons of gasoline.

During the period from April 1, 2024 through March 31, 2025, SRTA-Harrisburg Operation, expects to order between 83,000 to 101,000 gallons of gasoline.

During the period from April 1, 2024 through March 31, 2025, SRTA-York Operation, expects to order between 324,000 – 396,000 gallons of gasoline.

Bids for an option year bid will be received for the supply and delivery of 87 Octane Unleaded Gasoline to meet One Hundred Percent (100%) of each Authority’s monthly Gasoline requirement for the period between April 1, 2025 and March 31, 2026.

All bids and contracts are subject to all applicable state and federal laws and to a financial assistance contract with the U.S. Department of Transportation Federal Transit Administration and the Pennsylvania Department of Transportation.

SCTA solicits and encourages disadvantaged business enterprise participation.  DBE’s shall be afforded full consideration of their response and will not be subject to discrimination.

Fare Box Replacement

The Susquehanna Regional Transportation Authorities (SRTA), dba rabbittransit and Lebanon Transit are requesting Proposals for the services described as follows.  The Authorities will receive proposals related to the supply, installation, and maintenance of a public transit fare box replacement along with a mobile ticketing platform and the five-year support of same.   SRTA serves and maintains locations in Adams, Columbia, Cumberland, Dauphin, Franklin, Harrisburg City, Montour, Northumberland, Perry, Snyder, Union and York Counties.  Lebanon Transit serves Lebanon County.  This solicitation and resulting purchase will Adams, Columbia, Cumberland, Dauphin, Franklin, Harrisburg City, Montour, Northumberland, Perry, Snyder, Union and York Counties along with the City of Harrisburg and may include Lebanon County.

All proposals and contracts are subject to all applicable Commonwealth and Federal laws and to a financial assistance contract between the Federal Transit Administration (FTA) and the Pennsylvania Department of Transportation (PennDOT).
