CAT operates mobility services in Dauphin County, Cumberland County, and the city of Harrisburg. To provide our services, we rely on a broad range of businesses and contractors who work with us through the procurement process. The goods and services we purchase, ranging from office supplies to buses, are crucial to providing safe, reliable and economical transportation for our customers.

CAT is committed to providing a full and open competitive environment for procurement opportunities in conformance with local, state and federal regulations. CAT solicitations are issued as Request for Proposals (RFP); Invitations for Bids (IFB); or, Request for Quotations (RFQ) depending on the type of goods or services.

Guidelines and procedures for all procurements are contained in the bid documents at the time of solicitation. CAT encourages small businesses owned by minorities and women to pursue contracts to compete for CAT business.

Invitation to Bidders

Notice is hereby given that Central Pennsylvania Transportation Authority (CPTA) | Rabbittansit Elysburg Generator, will receive bids electronically, ONLY. Prospective bidders must email a PDF of their entire bid package (including attachments) to Trevor Manahan – CPTA at AND to
Thomas Bergbauer – JMT Project Manager at for bidding the rabbittransit Elysburg Generator for CPTA as described within the Contract Documents. The email with bid package attached must be received no later than 2:00PM EST on November 16, 2021. Any emails received after that time will be considered non-responsive.

Contract Documents may be obtained beginning October 13, 2021 by contacting the Project Manager, Thomas A. Bergbauer, Jr., PE, of Johnson, Mirmiran & Thompson, Inc. (JMT), via email at Documents will be provided electronically at no cost to prospective bidders.

A Non-Mandatory Pre-bid conference will be held at virtually via Microsoft Teams on October 20, 2021 at 1:00PM (EST). Prospective bidders are strongly encouraged to attend and must email Thomas Bergbauer at to receive an invitation to attend the meeting.

Submitted bids via email shall be clearly marked “CPTA – rabbittransit Elysburg Generator” in the subject line of the email.

The Bidder’s attention is directed to the fact that all applicable Federal and State laws, municipal ordinances and codes, and the rules and regulations of all authorities having jurisdiction over construction of the Project shall apply to the Contract throughout, and they are deemed to be included in the Contract the same as though herein written in full.

CPTA will not be liable for any costs incurred in the preparation of the bids or for attendance at the pre-bid conference.

All bids and contracts are subject to a financial assistance contract between CPTA and the Pennsylvania Department of Transportation.

This project will require Commonwealth of Pennsylvania prevailing wage rates.

The bidder agrees that bids will be valid for at least a ninety (90) day period from the date the bids are opened. CPTA reserves the right to reject any or all bids and to waive any or all irregularities, mistakes, omissions, or informalities relative thereto.

Notice of RFP to Provide Subsidized Intercity Bus Service in the Commonwealth of Pennsylvania

The Central Pennsylvania Transportation (CPTA) is soliciting proposals to provide a network of federally subsidized intercity bus services to operate throughout the Commonwealth of Pennsylvania.
