CAT operates mobility services in Dauphin County, Cumberland County, and the city of Harrisburg. To provide our services, we rely on a broad range of businesses and contractors who work with us through the procurement process. The goods and services we purchase, ranging from office supplies to buses, are crucial to providing safe, reliable and economical transportation for our customers.

CAT is committed to providing a full and open competitive environment for procurement opportunities in conformance with local, state and federal regulations. CAT solicitations are issued as Request for Proposals (RFP); Invitations for Bids (IFB); or, Request for Quotations (RFQ) depending on the type of goods or services.

Guidelines and procedures for all procurements are contained in the bid documents at the time of solicitation. CAT encourages small businesses owned by minorities and women to pursue contracts to compete for CAT business.

Emigsville-Shrewsbury Camera Install RFP

The Susquehanna Regional Transportation Authority (SRTA), dba rabbittransit is requesting Proposals for the services described as follows.  The Authority will receive proposals related to costs necessary for the supply, installation, infrastructure, and necessary licensing fees for security cameras at the Emigsville and Shrewsbury Park and Ride Locations.    The organization serves and maintains locations in Adams, Columbia, Cumberland, Dauphin, Franklin, Harrisburg City, Montour, Northumberland, Perry, Snyder, Union and York Counties.  The activities referenced within this solicitation are located at the Emigsville and Shrewsbury Park and Ride Locations only.  Supplied systems must match seamlessly with the system in place at the York Transfer Center.

All proposals and contracts are subject to all applicable Commonwealth and Federal laws and to a financial assistance contract between the Federal Transit Administration (FTA), the Pennsylvania Department of Transportation (PennDOT) and the SRTA as listed herein.

All costs incurred by proposers in the development of their proposals in responding to this RFP are the sole responsibility of the proposers.  No such costs will be reimbursed by the SRTA.  Furthermore, proposers must not include such costs as part of their cost proposals to perform any work described in this RFP.

Bus Shelters Construction IFB

Bids are being solicited for the renovation of two (2) Bus Shelters along Market Street and Aberdeen Street, in Harrisburg, PA for Capital Area Transit (CAT). The bus shelters will remain in
place and are to be repaired, cleaned and receive new finish. The renovations will consist of
storefront glazing system, sloped glazing roof, site furniture removal and replacement, new electronic signage, and new ADA accessible waiting spaces.

Proposals shall be submitted electronically via the PennBid Program, and are due by 3:30 pm,
prevailing time, on June 15, 2022. All details and documents are available at no cost on

HVAC Maintenance

The Susquehanna Regional Transportation Authority (SRTA), dba SRTA is requesting Quotes for the services described as follows.  The Authority will receive Quotes related to costs necessary for the Annual Maintenance, scheduled, and unscheduled repairs f of HVAC equipment located in Gettysburg, Harrisburg, and York, PA.  The organization serves and maintains locations in Adams, Columbia, Cumberland, Dauphin, Franklin, Harrisburg City, Montour, Northumberland, Perry, Snyder, Union and York Counties.  This solicitation covers the Dauphin, Gettysburg, and York locations.

Dauphin Oil-Water Separator

Notice is hereby given, Susquehanna Regional Transportation Authority (SRTA) | Capital Area Transit located in Harrisburg, PA, is soliciting bids for the proposed Oil Water Separator Installation work located at Harrisburg, PA.

Bid documents, available by contacting CAT’s Project Manager, includes a Project Manual, Special Provisions, and construction plans and details.

Bid packages will be received for the following contracts:
Contract CAT PA 2022-2.1GC – General Construction Oil Water Separator Installation
Contract CAT PA 2022-2.2EC – Electrical Construction Oil Water Separator Installation
Contract CAT PA 2022-2.3PC – Plumbing Construction Oil Water Separator Installation

The deadline for bid submissions is 2:00PM (EST) on June 21, 2022.

All bids will be submitted electronically. A NON-MANDATORY PRE-BID meeting will be held virtually via Microsoft Teams on May 31, 2022, at 1:00PM(EST).

CAT encourages the use of Disadvantaged Business Enterprise (DBE) in all contracts. Any certified DBE’S proposed by the contractor must be fully utilized with adequate documentation provided by the selected contractor to satisfy PennDOT requirements. CAT’s overall goal for DBE participation is 3.13%. A separate goal has not been established by CAT for this procurement. The Contractor, subrecipient, or subcontractor shall not discriminate on the basis of race, color, national origin or sex in the performance of this contract.

Commonwealth of Pennsylvania Bureau of Labor Law Prevailing Wage Rates have been developed for this project and are included in the Project Manual.
